Context
The Province of Gelderland organised their first major citizen assembly in 2023 inviting residents to shape long-term provincial policy through a 5 day process. FAIR consulting was commissioned for an independent evaluation to assess the quality and impact of the process.
Role of Fair Consulting
Independent evaluator responsible for analysing the design, implementation and outcomes of the citizen assembly.

- Analysis of the assembly design and recruitment process
- Assessment of participation quality and deliberation
- Interviews with organisers and participants
- Review of outcomes and policy follow-up
Outcome
The evaluation resulted in a set of recommendations to strengthen future citizen assemblies and participation processes within the province.
